In Halifax, Nova Scotia; a 1999 bylaw requires that all taxi-cab drivers must wear socks.
There are no provisions under this law for what else the cabbie is supposed to wear. So I guess you could potentially get into a cab and find that the driver is wearing nothing, other than socks.
I think that they should have specified in the law that the socks were clean. I can hardly imagine anything worse than to get into a cab, discover that the driver is naked apart from his socks, and then smell his dirty feet. That would be terrible. And I know from personal experience that those little tree air fresheners do not cover up the smell of unwashed feet. Not even if you rub the air freshener directly on your feet. In fact, the combination of dirty feet and artificial pine is really quite revolting.
